
National Grid’s Remediation Contractor continued with site mobilization and preparation activities, which included the delivery of construction support trailers, backfill material and access road base material (gravel), Above-grade site clearing activities were completed as well as the installation of the fencing materials along the perimeter fence line and the access road decontamination pad construction was completed. Site utility connections continued and consisted of the installation of utility poles and control panels in the area designated for the construction support trailers. National Grid’s consulting engineers continued to monitor the site activities with community air monitoring program (CAMP) equipment.
CAMP data is reviewed and compared to specific NYSDEC/NYSDOH approved criteria, known as “Action Limits”. As a result of this evaluation process, site conditions are categorized into two categories, “Operational Condition” and “Action Condition.” The “Operational Condition” is applicable when the data is below the “Action Limits”, and means that normal operations can continue.” The “Action Condition” occurs when one or more fifteen minute average measurement for Dust (PM10), Total Volatile Organic Compounds (TVOC), Naphthalene or Odor Intensity exceeds the background or upwind measurement by the “Action Limits.” Reaching an Action Level requires corrective action or stopping work until the condition is addressed or abates. During the period from November 24, 2008 through November 26, 2008 (partial work week; site remedial activities did not occur on November 27, 2008 and November 28, 2008 in observance of the Thanksgiving holiday), six portable CAMP locations were in-use and measured TVOC and PM10. Fifteen-minute averages for TVOC and PM10 data remained in Operational Condition. No elevated readings for TVOC or PM10 were reporting during the weekly monitoring period. For the week of December 1, 2008 through December 5, 2008, deliveries are scheduled for interlocking steel sheet piles, temporary excavation shoring materials, construction support trailers, as well as backfill materials and access road base construction materials. The installation of site construction support trailers and utility connections will continue in the designated areas. National Grid’s consulting engineer will continue to monitor the site activities with CAMP equipment.
