
National Grid’s Remediation Contractor continued with the site mobilization and preparation activities, which included the delivery of additional interlocking steel sheet piles, temporary excavation shoring materials, construction support trailers, backfill material, access road base material(gravel), as well as truck liner, silt fence and privacy screen construction materials. The Remediation Contractor continued above-grade site clearing activities and installation of the privacy screen along the fence line. The initial phase of the site utility connections commenced and consisted of the installation of utility poles in the area designated for the construction support trailers. National Grid’s consulting engineers continued to monitor the site activities with community air monitoring program (CAMP) equipment.
CAMP data is reviewed and compared to specific NYSDEC/NYSDOH approved criteria, known as “Action Limits”. As a result of this evaluation process, site conditions are categorized into two categories, “Operational Condition” and “Action Condition”. The “Operational Condition” is applicable when the data is below the “Action Limits”. The “Action Condition” occurs when one or more fifteen minute average measurement for Dust (PM10), Total Volatile Organic Compounds (TVOC), Naphthalene or Odor Intensity exceeds the background or upwind measurement by the “Action Limits”. During the period from November 17, 2008 through November 21, 2008 there were six portable CAMP locations measuring TVOC and PM10. Fifteen-minute averages for TVOC and PM10 data remained in Operational Condition. No elevated readings for TVOC or PM10 were reporting during the weekly monitoring period. For the week of November 24, 2008 through November 26, 2008 (no activities are planned on November 27 and 28, 2008 in observance of the Thanksgiving holiday), deliveries are scheduled for interlocking steel sheet piles, temporary excavation shoring materials, construction support trailers, as well as backfill materials and access road base construction materials. In addition, the above-grade site clearing activities and installation of the privacy screen along the fence line at the site perimeter will be completed. The installation of site construction support trailers and utility connections will continue in the designated areas. National Grid’s consulting engineer will continue to monitor the site activities with CAMP equipment.
